ARLA is hosting two free seminars in the pilot areas for the Landlord Checking Scheme, the government's controversial scheme which according to some in the industry will turn agents and landlords into Border Control officers.

The Landlord Checking Scheme is part of the Immigration Act measures coming into effect on December 1.

The seminars, hosted by ARLA president Valerie Bannister and ARLA managing director David Cox, will look at what is expected from agents and landlords, the civil penalty scheme for those who allegedly fail to comply, and how the pilot scheme will be evaluated.

The pilot, which comes into force on December 1, will affect new tenancies within the local authority areas of Birmingham, Wolverhampton, Sandwell, Walsall and Dudley.

From this date landlords and letting agents who are found to have let property to occupiers without carrying out the specified right to rent checks, will be liable for a civil penalty ranging from £80 to £3,000 per illegal occupant.

The scheme forms part of the government's strategy to limit the ability of illegal migrants to remain in property and move around undetected, and tackle overcrowded and unlawful rental properties, commonly termed beds in sheds'.
