A landlord has been fined £6,000 for failing to register what has been described as a filthy Brighton property as a house in multiple occupation.

Magistrates in the town heard that Antony Paul Martin's investment property had filthy living conditions, an obstructed fire escape route and failed to have an HMO licence as set out by the local council.

Martin pleaded guilty to failing to ensure that the internal structure in each part of the HMO was maintained in good repair, failing to ensure all means of escape in case of fire were kept free from obstruction and maintained in good repair; failing to keep the yard of the property in good order, and failing to have released his name, address and telephone contact number as the person managing the HMO.

Magistrates heard that when council officials visited the property they found tiles hanging off the kitchen ceiling, holes in a bedroom ceiling, the means of escape obstructed, a stair carpet that was a trip hazard, filthy living conditions, no working fixed heating, and a poorly maintained shared kitchen and bathroom facilities.

Martin was fined £2,000 for his failure to license the house and £1,000 for each of the four management offences, totalling £6,000. He was also ordered to pay £600 costs and a £120 victim surcharge.
