An independent councillor in York is complaining that two letting agencies in the city are being allowed to dump rubbish from properties privately rented by students.

The two agencies have not been named but it is thought that they, and some unidentified landlords operating without agents, are being allowed to dump rubbish from vacated student lets at a local waste recycling centre free of charge.

Mark Warters, an independent councillor, has won publicity in the local press in the city by claiming that the students could have hired vehicles to dump the rubbish themselves, and by accusing agents and landlords of making money from lucrative student lets. He was also incensed that neither the landlords nor students paid council tax on their properties - while owner occupiers who did pay the tax also had to pay to dump rubbish at the centre.

A council spokeswoman told the York Press that said the authority was following in the footsteps of many other councils and universities by launching its Smarter York' student campaign three years ago in partnership with the city's universities.

"One of the reasons the campaign targets student areas was to address historic problems around rubbish being dumped in back lanes. Allowing letting agents, landlords and students some flexibility to dispose of student property rubbish has helped to reduce the number of complaints and jobs that have come through to the council, meaning that additional resources do not have to be found to deal with rubbish that might otherwise have been left in lanes outside properties says a council spokeswoman.
