Welcome for government's 'tenant security' proposals

The Chartered Institute of Housing has welcomed Scottish Government moves to make private renting more secure for tenants.

In its submission to the government’s second consultation on a new tenancy for the private rented sector, the organisation said it supported the decision to remove the ‘no-fault’ ground for repossession. This is where landlords can reclaim their property simply because the fixed term of a tenancy has ended. 

But the CIH adds that more detailed guidance will be needed on the evidence required by the First Tier Tribunal, which is taking over responsibility for resolving disputes between private tenants and landlords.

“The current system needs change and we support the move to make private renting more secure so tenants can have more certainty about their home” says the institute’s head of policy and public affairs, David Ogilvie.

“It’s important that the new system strikes the right balance between the needs of tenants and landlords. We need to see much more detail on how the tribunal system will work in practice and while we agree with the proposal to limit the frequency of rent increases, we think more work needs to be done on the implications of area-based rent limits” he says.
