An east London council is changing its planning rules, bringing in Article 4 consent before homes in key areas are converted to houses in multiple occupation.
Planning permission will now be required to change the use of a house or flat to an HMO in four wards in the borough of Havering - Brooklands, Gooshays, Heaton and Romford Town.
In the rest of the borough, planning permission will be required to change the use of all houses and flats, other than detached houses, to a HMO.
The Article 4 direction was introduced, according to the council, “as a response to the concerns over the number of small houses being converted into cramped living accommodation with negative impacts on neighbouring residents.”
Until the change in planning requirements, which came into effect earlier this month, no planning permission was needed to change a single family house to an HMO shared by three to six people.
