An agent has been banned from letting properties under ‘fit and proper person’ legislation in Scotland, following an incident in which he head-butted a member of the public.

The Glasgow Evening Times reports that Siroosh Bavarsad was found guilty of head-butting Graeme Noble in 2014, who complained about a cold cup of coffee and napkins.

Bavarsad has subseqently been sentenced to 150 community service and given a £300 fine, and his application to be allowed to let properties has been declined because criminal record disclosure paperwork and safety certificates have not been produced.

The lawyer acting for Bavarsad told a licensing committee of Glasgow council that his client is “a busy man” handling “high end lets”.

He also says the headbutting incident happened following the victim allegedly prodding a female member of Bavarsad’s staff in the chest.

“The committee will be very aware you’re simply not allowed to touch another person, and you certainly can’t touch another person in the chest. You particularly can’t touch a lady in the chest. So, Mr Barversad stepped forward to try and interject, and the gentlemen started to poke my client in the chest.  My client pushed him back.”

After that, the head-butting incident occurred.

Councillors decided Bavarsad was not a ‘fit and proper person’ to let properties and his licence renewal application has been rejected.
