Disgrace: 23 tenants in property with licence for only six

A property management company which kept up to 23 adults in overcrowded conditions has been fined £7,500 by a council in London.

The tenants who were residents in a House in Multiple Occupation at Gants Hill were subjected to a lack of sufficient cooking, washing and toilet facilities.

When neighbours complained about overcrowding in June last year, enforcement officers from Redbridge council found 16 people in the property with evidence of a further seven living there.

The HMO licence was for six tenants.

The managing agent in control of the property, Marvel Estates Limited of Forest Gate, initially appealed a financial penalty fine imposed by Redbridge council.

However, the company later agreed to pay £7,500 following a central London tribunal.

Council spokesman Councillor Farah Hussain says: “We are determined to root out rogue landlords and this financial penalty makes it clear we mean business. It’s unacceptable for tenants to be living in conditions which fail to comply with legislated requirements. We want to work with landlords to prevent this kind of situation but if they are not willing to do so, our message is clear – we will find and fine you.”
