Its not just Govt caps on LHA, its all their other policies that are causing increasing rents - but their too blind or unwilling to see / acknowledge it. Sec 24, Min Room sizes ( taking 177,000 units of accommodation out of the market ) Licensing etc etc

But its all the law-abiding majority of Landlords that are paying Licensing fees to fund the enforcement against the few, instead of the funding coming from Proceeds of Crime orders. Selective Licensing is in NO way helping to prevent the abuse of regulations by the minority - just paying the L.A's to do it ( badly / insufficiently )

I think probably NOT, somehow. Its a fact ( and not being racist ) that people from some other countries do actually live in much smaller units ( and of far inferior quality ) to that in the UK, so result is = Landlords from those countries don't see the same immorality as we do in packing in that many people into space which they might have available in their country of origin ( Not that I'm saying that its an excuse ) There could be much better Intelligence led enforcement by Local Authorities that bring more of these cases to light.

The problem is Local Authorities NOT implementing adequate measures they Already have at their disposal. The answer is NOT ; more Licensing, or, for that matter any compulsory Redress schemes, - more cost, bureaucracy and red tape for landlords. ! that's just more of making the majority pay for the minority offenders and shouldn't be supported by Any Landlord. L.A.'s - should work more Intelligently led - there's lots of avenues for that, Citizens Advice and the other dubious charities.

Would love to come to the defense of a landlord, - but really struggling to find one - It would be useful to know whether he pleaded guilty, were there any mitigating factors, or did he just put his hands up to it eventually ( albeit when push came to shove )

Govt sponsored " independent " isn't that an oxyMORON ! - so this cobbled 5 page report is put us versus a 50 page report by Capital Economics which is INDEPENDENT, and totaly disagrees with Govt position - not surprisingly. I just take the below clip from a sentence above " government to conclude that “agencies are in " SOME " cases making excessive profits.” For once, I think the govt have got something right, in SOME cases. but that's no justification for throwing the baby out with the bath water. I mean to suggest a tenant isn't responsible for the cost of their own TENANT [ note the key word ] reference report. !

Battles within the sector are just making it easier for the Govt, No Shelter and Critics ( Crisis ) to decimate the PRS. Let them explain to Tenants why they can't find Housing, and the real reason why Rents are increasing - because businesses have to pass on costs imposed on them by Govt ( many at so-called charities lobbying ) to the end users, who are Landlords customers ( tenants )

What ridiculous publicity garnering comments. Is it not reasonable that Tenants should pay legitimate costs, such as Reference checks ! Agree that some Agents have been taking eye-watering sums and scr*wing tenants, but Govt shouldn't have thrown baby out with the bath water.

Its for the Landlord who owns the property to decide. The fact of the matter is past experiences of bad tenants will influence a landlords future decisions. When the Human Rights Act is 'spouted' it would do well to remember that it applies to Landlords as well. If you 'own' property, its your decision on what to do with it.

Of Course, There should be parity between any parties, but that's gone totally out of the window, for the reasons James B said. The Govt dare not help Landlords identify the worse tenants, - because then they would fall to the Local Authority ( read, Local Government ) to pick up the bill for Accommodating them for free. Better from L.A & Govt perspective to let them ming mong around from one private landlord to another. ! unfortunately.

Far less pets and vulnerable tenants are going to be accommodated. Yes there were minority of Agents charging over the odds, but there is a market place so any savvy tenant only has to shop around ( like you do for everything else )

Its simply Vote purchasing by the Govt, Only different to the outrageous payment of Tax-payers money to DUP to simply vote with the Govt to keep them in power - how the hell did the Country ( including the Labour party ) ever stand for that ? With Housing interventions by the Government, ' All in the name of Tenants and they hope future Conservative voters ' these measures on the PRS have a knock on business effect [ doesn't everything ] and the voters are not seeing the Govt measures are actually going to cost them in the longer term.

Use Data effectively to target Poor Housing, - No problem with that,.. BUT Therefore, what's the point and need for Licensing, if Technology is going identify the property requiring attention, - oh, I see ... it so conforming and Legal private landlords can pay the Local Governments costs for enforcing against the few criminal landlords. I would have thought the Sec 24 Tax Raid could have already paid for that many times over. Nothing short of ' Legalised Daylight Robbery' of Landlords. !

There is, Both - examples of excessive heavy ( ish ) handed behaviour by ' some ' L.A's and we know who they are, but also, it has to be said, examples where landlords have been advised by the L.A to apply for a License and have stubbornly refused. I don't agree with Licensing, but there is a balance to be struck in the extent of David Kirwan's article which makes some valid points.

Could I ask how much the Govt is spending on addressing the illegal housing by Criminal tenants ( who are keeping others from occupying that property ? ) Answer - ' Zilch. ' They couldn't even get an effective Abandonment part of the Housing and Planning Act Sec 57 - 63 past the Labour party, who decimated it beyond usefulness. ( hence it remains un-implemented )

Amazing that so called Tenant support groups are not voicing their concerns ! There needs to be a concerted publicity campaign to Tenants of the effects of this governments policies ( Nearly ALL of which are either Reducing accomodation or Increasing Rents ! ) e.g Licensing, Sec 24, HMO room size reductions....

Councils are taking the EASY option of charging all law-abiding landlords to fund enforcement of the few 'dodgy' ones, instead of using the Civil penalties in the Housing and Planning Act. This isn't helped by a total lack of Leadership, management and Accountability not being imposed by MHCLG (most of who's policies are actually REMOVING accommodation from the availability to Tenants.
