It has always seemed odd to me that these fees aren't part of the running cost of the LL's business. In my other business I don't charge my customers to take a reference if they want credit, I don't charge them an additional fee to sign up to my "pay monthly" software solution and I don't charge them a fee to stop being a customer (which involves various technical & accounting procedures being implemented). I absorb all these costs in to the cost of running my business and as it's part of my costs, I make sure that they are all done as cheaply and efficiently as possible. I agree with the Government on this one (that's a first !) - there is no incentive for a landlord to negotiate a good deal with their management company if all the fees are outside their business.

Whilst the Government treats being a landlord as a hobby, rather than a legitimate business, is it any wonder. That said NLA, ARLA etc don't help. Being a landlord or management agent should require a specific qualification with maintained learning.

@Rebecca James - if you don't have a loan secured on a property, then Section 24 doesn't affect you - guess that's the other 40 odd percent.

@Alan Newman, why do you have this attitude of trying to drag successful people down, rather than trying to help the less fortunate up ? I'm a landlord and I got here by bloody hard work and doing without - no holidays for years, no drinking, smoking or going out frivolously and living with my in-laws - I saved every penny I could until I had enough for a deposit. I now don't live the life of Riley - I charge less than the market rent as I want my tenants to stay long term and that also means that I talk to my tenants frequently to make sure that everything is OK, I deal with any problems as fast as possible. I spend several hours every week keeping up with the changes in legislation and good practise. I'm on call 24 x 7 to deal with silly issues, such as tenants locking themselves out and should I eventually sell my property, I'll have to pay capital gains tax. It seems to me that Landlords are simply an easy target - I noticed in the recent shelter report about some people being unable to pay their rent, that the landlord is blamed, rather than the employer who pays minimum wage on a zero hours contract, the Government that doesn't build enough houses to meet demand (and thus lower prices), the Council that sold off all the social housing and hasn't replaced it or the Universities who have no limit on student intake and whose students hoover up much property.

If checks have to be carried out WITHIN 28 days of 1st Feb, doesn't that mean that they can't start before 3rd Jan NOT that they must start then. If you can do the checks in 24 hours, then they CAN start on Jan 31st.

Can I suggest that you write to your MP and ask him/her to lobby on your behalf. There's some info the NLA have put together here https://nlauk.wordpress.com/2015/10/19/if-you-want-change-petitions-are-not-the-answer/ , which end up at a (in my opinion) badly worded letter, but there is the facility to reword it. I think that their current letter wrongly concentrates on the landlord paying more tax (who cares) and doesn't really explain things as well as you have above.

In 20 years of being a landlord I've NEVER had a tenant ask what Energy rating any of my properties are - average monthly energy bills, yes, but not rating.

How is this going to be enforced ? Presumably only after the fact where there has been a serious fire ? In my experience very few landlords even have a written Fire plan, something that has been mandatory for a number of year, so I can't see this regulation making any difference. Reputable landlords already have these in place, non-reputable ones aren't going to be swayed by some seemingly unenforceable law.
