You clearly have no idea what you are talking about. TDS adjudicate on disputes, not Zero Deposit themselves. You may want read the 'schemes' T&CS - maybe you would be better informed afterwards. An inventory is not requirement either, but of course landlords stand a better chance of winning a dispute with one. Our Agency has had no issues at all and the process at the end couldn't be any easier.
