Hi Luke, in your situation the most likely combination of documents would be a letter signed by a UK passport holder - which could be the OAPs mother, carer, or anybody who knows them - in conjunction with pension or benefits paperwork from HMRC. Either of those could be substituted for a birth certificate. Expired passports are also fine. Failing that though, it may be a case of sending off for a passport/ID card/etc. Certainly not easy or convenient in some cases!
