A London borough council, Waltham Forest, is planning to introduce blanket licensing of all private landlords in its area.

The proposed scheme is the subject of a public consultation which runs until January 24.

The scheme would also force all landlords to gather references for new tenants before allowing them to rent, and deal with complaints of anti-social behaviour or criminal activity in the property.

The private rented sector is estimated to make up one third of homes in the borough.

The move follows that of Newham Council, which

is already operating blanket licensing of all private rented properties in its area.
