A three storey House in Multiple Occupation which contained six letting units suffered a partial roof collapse but ended with a fine for the landlord who had failed to obtain a licence.

Mohammed Hafeez Kayani from north London pleaded guilty to 10 housing offences, was fined a total of £16,000 and ordered to pay £3,251.20 costs for three breaches of an Emergency Prohibition Order, one offence of operating a licensable HMO without a licence and six housing management offences.

Kayani was in the process of building a loft conversion when the partial collapse occured. Fortunately, one tenant escaped injury as he was not in his room when the ceiling collapsed onto his bed, leaving a large hole in the roof.

An Emergency Prohibition Order was served to prohibit occupation of the property as the tenants were at imminent risk of harm. The landlord ignored the Prohibition Order and continued to rent out the property.

Kayani, who sent a guilty plea by post, admitted offences including unsafe light fittings, no heating or hot water, electrical cables to close proximity to gas hob, failing to ensure the garden was kept in a safe and tidy condition and unsafe stair fittings.
