An emergency meeting later this week will try to unite landlords and tenants in Liverpool against council proposals to introduce citywide licensing of landlords last week.

The measures would see all landlords required to obtain a license to let out property. At a cost of £500 per property, fears are that the cost of licensing will be transferred on to tenants as higher rents.

The National Landlords' Association claims the proposal will see the introduction of burdensome rules which will not improve the housing stock and landlords will be expected to control visitors to properties as well as manage anti-social behaviour.

The NLA is hosting an emergency consultation meeting this Thursday, 10 April (at the Devonshire House Hotel, Edge Lane, Liverpool, L7 9LD beginning at 5.30pm).

Tom Reynolds, the NLA's Liverpool representative, claims the council is keep a low profile on the licensing issue. There is clearly a strong desire to push through these proposals but the council has not done enough to make landlords or tenants aware that the consultation is live and that they can have their say. We've only just discovered the consultation is now open even though it began more than a week ago he says.

The NLA claims that licensing will make investing in properties in Liverpool a less attractive prospect for landlords and will only serve to decrease the amount of affordable housing.

The NLA consultation meeting will discuss how the people of Liverpool can influence the decision and find out how to have their say in the fight against introducing these damaging and costly proposals says Reynolds.

    I strongly oppose this new licensing for landlords as I will be forced to pass these cost to tenants. Do the councils realise that private landlords provide a valuable service to people in need of housing and we are being penalised. I am fed up being dictated to by councils. At present i cannot borrow money from banks and cannot complete my properties and being charged 150% C/T which is victimisation, the Government are doing everything they can to take advantage of people like myself. I have tried every high street Banks but there lending rules are so strict even though my property have no mortgage on it.
