There not mention of any security for damages. The place is less likely to be looked after and no one with funds to claim from when you get the tenants out. Anti social behaviour is like to be high. Tenancy is also likely to be more damaging of your time. I would rather pay an agent to fine a suitable professional tenant who is accountable for any damages etc.

If there is enough money in it the tenants will go for it. You right disrepair already exists in the private and public sector. The only thing that this new proposal may do is make it easier for the tenant to claim Alleged disrepair. It’s also more likely to be benefit tenants, so will not help increase the number of landlords willing to Let to them.
