Matthew Pennycook, the housing minister, has been reappointed to his post by new Prime Minister Andy Burnham.

Pennycook, a London MP, has been number two to the Secretary of State at the Ministry of Housing, Communities and Local Government since Labour swept to power in 2024.

He is regarded as the main architect of the Renters Rights Act and is currently the lead politician on the government’s attempt to replace leasehold with commonhold.

Pennycook’s new leader, Angela Rayner, reunites the pair – they served similar roles between Labour’s July 2024 win and Rayner resigning in September 2025.
