Oldham council is the latest to seek an extension of a selective licensing scheme beyond its mandatory five year term - and it is quoted as having rejected thousands of landlords for its previous scheme.
A 10 week consultation period begins later this month on the scheme, under which landlords currently pay £490 per property for a five year licence.
A council spokeswoman says: “Four out of five of the 3,672 residents who gave their views last time said they believed selective licensing would help improve the areas covered and they have been proven correct as we’ve been able to help out tenants and drive up standards. Any scheme would mean landlords and tenants have to act responsibly or face possible action from the council.

That is ridiculous. How could anyone fall down the stairs unless they are clumsy. Isnt it the council job to see if and when there is a hazard, to advise and to give notice of improvement to help the private rental sector to pull up the standards. Not just a blanket refusal to grant licence. Electrocution? Isnt it the council job to tell landlord to get a niceic certificate before granting a licence instead of just a plain rejection??? Sounds a lot of letting the power get into their head instead of helping to improve the standard of private housing to me. More like cutting out the supplies
totally idiotic abuse of powers to the detriment of provision of housing for tenants, probably motivated by jealous little jobsworths!
